What is stopping him? Konoe sits there quietly, fiddling with the hem of his shirt before crawling over and settling on Rai's lap. If he fits, he sits. His tail sways a bit, tip flicking as he gets comfortable.
[ rai is plenty large enough for him to settle comfortably in his lap, and he could say something. he would. it's on the tip of his scratchy cat tongue.
but... he did ask him what was stopping him. he posed a challenge of sorts, and the stupid cat who wants his attention acted on it so... he should praise him a little.
