I wouldn't say there's necessarily protocol. Exactly how students use their funds, execute their projects, and ready their submissions for approval is ultimately up to them. The Matra may dole out disciplinary actions and safeguard Sumeru's citizens, but that doesn't necessarily mean that they will save students from their own research. Many of them don't want to be saved.
